Our team of skilled educators is dedicated to delivering intentional, student-centered instruction tailored to each learner’s needs. We prioritize strong academic foundations, confidence-building, and meaningful progress in every session.
Owner, Tutor
Mrs. Chapman
Brooke Chapman, founder and owner of RuCo Learning Center, brings 11 years of teaching experience across a wide range of grade levels, from elementary through high school. She has taught in both Hawaiʻi and Tennessee, giving her a broad and well-rounded perspective on education and student needs.
She earned her Bachelor’s degree from California State University, Fullerton, in International Business, with a minor in Japanese and Tourism. She later completed her teaching certification in Cultural Studies (K–12) through Kanu o ka ʻĀina in Hawaiʻi, where she developed a strong foundation in culturally responsive, student-centered instruction.
Brooke specializes in foundational reading, phonics instruction, math intervention and number sense development, and building strong academic confidence in students who need targeted support. Her approach blends clear, explicit instruction with engaging, hands-on strategies that meet each learner where they are.
At the heart of her work is a commitment to helping students feel supported, challenged, and capable of meaningful, lasting success.
Tutor
Mrs. Dowell
Mrs. Dowell brings 19 years of experience in education, having taught across a wide range of grade levels including kindergarten through 3rd grade, as well as library science. Her diverse background allows her to meet students where they are and support a variety of learning needs with confidence and care.
She is a graduate of Middle Tennessee State University, where she earned her Bachelor’s degree in Early Childhood Education (PreK–4th grade). She also holds a Master’s degree in Administration and Supervision, with a concentration in Library Science (PreK–12).
Mrs. Dowell has been married to her husband for 23 years, and together they have four children: Bryan (UTK), Cliff (Siegel High), Mary Beth (Central Magnet), and James (Siegel High).
Outside of the classroom, she enjoys cheering on the Titans, UT football, and Kentucky basketball, as well as spending time outdoors with her family—by the pool, on the greenway, and at their annual Hilton Head trip.

Our journey began with a simple but powerful experience: seeing a young learner transform from struggling to read just a few words into confidently reading full sentences after dedicated, personalized support.
